THE EXPERT REPORT FORMING THE BASIS OF THE NEW IMPLEMENTATION SCHEDULE OF THE 4TH LINE OF THE METRO IS COMPLETED
THE END OF 2011 IS A REALISTIC EXPECTATION AS A DEADLINE OF COMPLETION OF TRIAL RUNS
The DBR Metro Project Directorate procured the preparation of the new realistic implementation schedule of the 4th line of the metro project in the light of engineering difficulties of the past months. According to this report counting on several months of delay accumulated in connection with the construction of the tunnel, the Fővám Square and Gellért Square stations the completion of the four month trial run by the end of year 2011 and the final deadline of handover of the metro line for passenger traffic are feasible, as declared earlier by the officials of the Metropolitan Municipality.
The 4th line of the metro is a project involving a large number of players and consisting of a countless number of work phases mostly built upon each other, where the delay of any contractor may affect compliance with the final deadline of the entire project. Since months the experts of DBR have been working on predicting, to the best of their abilities, an optimized and realistic final deadline in the light of the impact of technical difficulties encountered throughout the year and anticipating a number of work phases. In a few days time this expert report will be submitted to the Metropolitan Municipality.
The solution minimizing the risks of construction of the platform tunnels of the Fővám Square station has been developed; the procedure for the modification of the construction license will soon be completed so the works can soon be resumed, too. By a realistic forecast the station structure will be ready to receive the TBMs in March. After the agreement concluded with the Technical University the BAMCO Consortium received a few weeks ago the method statement for the construction, as early as possible, of the internal wall of the Gellért Square station to prevent further subsidence of the „CH” university building. Currently the full staff is working on this site. In a couple of days the approval of the authority for the resumption of tunnel construction will likely be granted. Tunnel construction may be continued within two months, after the completion of the earlier mentioned last significant work phase of the Gellért Square metro station. The past days have seen the approaching of positions of the DBR and the BAMCO Consortium, and the parties will apparently agree in an amicable manner, acceptable for the Metro Project Directorate, without referring the case to the arbitration court.
These actions of the new management are particularly important, because the application for grant from the Cohesion Fund of the Metropolitan Municipality was delivered to the experts in Brussels at the end of this summer, and the expert handling and constructive answer to the engineering difficulties mentioned above may favorably affect the appraisal of the entire project. It is expected that approximately HUF 350 billion will be granted at most in the oncoming years to top up the total project budget amounting to HUF 517 billion, of which the Customer hopes around HUF 220 billion disbursed for the first stage connecting Kelenföld with the Baross Square worth HUF 353 billion.
