The checking and replacement of the gas pipelines is not warranted in all cases by the implementation of the 4th line of the Budapest Metropolitan
Erroneous information has appeared repeatedly on the replacement of gas pipelines in houses affected by the construction of the 4th line of the Budapest Metropolitan and the related reconstruction of public utilities. The news whereby the gas pipelines need to be replaced in each case due to the construction of the Metropolitan and the related costs must be borne by the residents is untrue. Any pipelines shall only be replaced only where they leak and therefore are dangerous for life, consequently the replacement is precipitated not only by the Metropolitan project.
In a number of places the construction of the Metropolitan calls for the relocation of public utilities (water, gas, sewer, electrical cables, etc.). This means that the old and outdated street pipelines will be replaced, renewed and modernized in the frame of the Metro project, and it will not cost an extra forint for the residents: it is deemed part of the project.
Following the reconstruction of the underground gas pipelines the Gas Works will only connect the internal network of houses only after the thorough pressure testing of the latter. The procedure is the same for any other cases whether or not induced by the construction of the Metropolitan.
By the effective regulations such tests must be carried out once in five years in each building irrespective of the construction of the Metropolitan and reconstruction of the gas pipelines.
In buildings where the internal network leaks and is not safe the Gas Works will only connect the gas supply if all the defects are repaired. This is in the best interest of the residents, since a leaking gas pipeline may be a deathtrap. The safe operation of the internal gas network of a building is the responsibility of the residents of the condominium; consequently the related costs shall be borne by them.
The information whereby the residents must cover the costs of the renovation and repair of the internal gas pipeline system in their property because of the construction of the Metropolitan is false. The truth is just the opposite: in certain cases the construction of the Metropolitan revealed the dangerous condition of the gas pipeline system of houses.
The revision of gas pipelines associated with the construction of the Metropolitan is stipulated by law; any urgent renovations and repairs would have been revealed by the next revision anyway. The related costs must, in fact, be borne by the residents of the condominium. The owners of condominiums may apply for assistance to the local municipalities to avert any pending dangers.
