The DBR Metro Project Directorate temporarily take over the Metro 4 FIDIC -operating- engineering functions from Eurometro until a decision on the long-term solution is found. Under a proposal, the DBR would use their own employed engineers from the previous organization, who were taking care of the main tasks of the construction at the different locations, and would tender to fill up the missing personnel. This is a more cost-effective solution rather than the proposed changes to the contract, and could provide the continuality of the work safety and quality control, and the contracts would be fulfilled as well. The former engineer organization was also an independent engineering, since it has been pursuant to the declaration of EU payments. This temporary role of the independent engineering would be taken over by that financial company, which is currently on a similar task for the BKV Supervisory Committee. The possibility of reinforcements and its budget to cover was voted today by the Municipal Assembly, but the construction is still subject to approval by the National Development Agency.

The operating - so-called FIDIC - engineer body could be missing from April 2010, after the contract of the Eurometro will expire in 2012, and it is because of the inherent delays of the project. As pointed out earlier by the DBR, the set up of a new contract , which was prepared for over a year, was rejected by the KDB in February and a new, open public procurement procedure was imposed by the client. In an absence of a FIDIC engineer, as the monitoring organization of the contractors, all works should be stopped, because the would be no technical inspector to check the fulfillment of business, the invoices and approve payments, or, even more importantly the checks of the quality of work and its security. The KDB imposed a new public procurement procedure, which could demand form 9-12 months. With the absence of the FIDIC engineers all works at all locations should be stopped. The DBR knows such international examples, where the client had the FIDIC engineer role, and in domestic practice is also occurred. The developed construction would avoid the risk that the absence of engineering organizations the underground construction work would be stopped.

The constructions in detail:
The DBR proposal drawn up by experts in both technical and legal point of view is acceptable -and not least cost-effective- solution. Simply put the former engineer had three main activities: audit the quality and safety of the work carried out, confirmed the contractors performance towards the DBR, and the organizations involved with the National Development Agency, towards the KIKSZ made the independent engineering statement which was necessary for the European Union payments (the progress of the work, defining the degree of preparedness as well). The DBR is now developed the function separation construction which would temporary ensure the continuity. Long-term solution may be the new, public procurement procedure in the FIDIC civil engineering for each of the three actions to be taken. DBR, however argues that a considerable alternative would be, if the work on quality and safety control and the check of the contractors fulfilling would stay with the client until the end of the project, and a new public procurement procedure would be announced by the BKV, the winner would be given the independent engineering task as well.

* The FIDIC -operating- independent engineer and the BKV independent engineer is not the same, now it is not carried out by the same organization.
